With a feeling of anticipation, Koji Tatsumi signed the receipt for the express mail delivery which was apparently normal but was actually a CIA courier service. Neither man said or did anything to indicate this fact, however, and the transaction was quickly completed. Once the door was closed, however, Tatsumi hurriedly retired to the inner office of CalNippon Import/Export, locked the door and followed the procedure for such deliveries.
The envelope stated the sender was Shoichi Tatsumi, in reality a cousin of Koji's but in this case an indication that the contents were not classified and therefore not in code. Disappointed the delivery wasn't top secret, Koji proceeded to open the package and found inside a brief note attached to a larger piece of paper.
