PREFACE
The old man stared down at the piece of paper lying on the desk. It was ornately engraved and stamped with an official seal. He sat very still and refrained from touching the document. Finally he exhaled--not a sigh--and raised his eyes to the man sitting expectantly across from him.
"Yes, it is time that something was done about this. You have been patient long enough."
He gestured to indicate the interview was finished.
The other man was also old. He rose obediently, if stiffly, then hesitated.
"Would it be possible to know..."
"You will be notified in due course."
The other man bowed in acceptance. Then he leaned over with the awkwardness of age and picked up the certificate. Placing it carefully in a leather portfolio, he bowed again and left the room.
The first man sat motionless for some time before he picked up the telephone and slowly dialed a number. When it was answered, he spoke.
"I will send you a list of names. This is what must be done."
